A PoE extender performs two jobs in one small device. First, it regenerates the Ethernet signal: just as a repeater restores a degraded signal, the AP-102JL rebuilds data timing and amplitude so a fresh, full-strength link continues for another cable run — up to another 100 meters in standard mode, or up to 250 meters in extend mode at 10Mbps. Second, it forwards PoE power to downstream devices without a separate power supply, because it is itself powered by the upstream switch over the same cable.

No. It is a PoE-powered extender: it draws power from the upstream PoE switch over the incoming Cat5e/Cat6 cable and forwards the remaining power to downstream devices. You do not need an AC outlet near the extender or the remote cameras.
2. How far can it extend a PoE connection?
In standard mode each extender stage regenerates the link for another full cable run (up to 100m). In 250m extend mode (used with compatible ANPA switches/ports) the stage carries data plus PoE up to 250 meters at 10Mbps — ideal for long perimeter runs where speed can be traded for distance.
